Anyone who has served or is serving as a prosecutor, analyst, investigator, or other legal staff at an international or hybrid criminal tribunal/court (e.g., ICC, ICTY, ICTR, SCSL, ECCC, IRMCT, STL) within the Office of the Prosecutor (or equivalent department) is eligible to become a member of AICLP with full voting rights in the governance of the association.

Because AICLP is a professional association dedicated to the prosecutorial function, defense and victims counsel, academics, advisors, ad hoc consultants, and interns are not eligible for full membership. However, anyone committed to the mission of AICLP is welcome to apply for associate membership, and thereby become eligible to attend conferences, training programs, and networking events, as well as to serve on committees, working groups, and the Executive Board to the extent approved by the Board.

To qualify for for Full Membership:

  • In general, individuals must have served in the Office of the Prosecutor of an international or hybrid tribunal under a Professional Category (P-1 to P-5 or above) or a similar classification.  Short-term appointments would also qualify so long as those individuals served as a prosecutor, analyst, or investigator within the Office of the Prosecutor of the respective court or tribunal. 
  • Individuals who held such positions via transfer, secondment, or loan from another organization or national authority qualify.
  • Those employed under a General Service Category, through short-term appointments, project-specific contracts, internships, or visiting professional placements are not eligible as Members, but may be considered for Associate Membership if they meet all related criteria.
  • The term “practice of law” includes direct involvement in litigation or legal support functions (e.g., legal officers, case managers).
  • Individuals in non-legal or administrative roles (e.g., HR, finance, IT) at tribunals are not eligible.
  • Affiliation with international justice work outside these tribunals (e.g., government, NGOs, academia) does not meet Member criteria unless tied directly to tribunal proceedings in a qualifying role.

Membership may be denied or revoked for good cause, which includes, but is not limited to, individual misconduct, compliance with national or international laws, protecting AICLP and its members from legal, physical, reputational, or other material harm, as well as where a member’s need to comply with national laws conflicts with the spirt or purpose of AICLP’s bylaws, mission, or policies.

Membership may not be denied or revoked based upon an individual’s race, sex, nationality, ethnicity, religion, gender, disability, or any other immutable characteristic.

All membership is subject to annual fees of $50 USD due upon acceptance as a Full or Associate Member.

Examples of Member Eligibility:

  • A former legal officer at the ICTY Office of the Prosecutor who supported trial proceedings under a P-3 designation.
  • A prosecutor at the ICC involved in the investigation and prosecution of war crimes under a secondment from a national authority.
  • An analyst for the ECCC Office of the Co-Prosecutors who developed evidence for indictment submissions and was classified under a professional staff contract.
  • A full-time investigator working for the STL Office of the Prosecutor through an inter-organizational transfer.

Examples of Associate Member Eligibility:

  • A national prosecutor, investigator or analyst who never served in that function at an international or hybrid court or tribunal.
  • A special advisor to the Office of the Prosecutor without further experience as a prosecutor, investigator, or analyst in an international or hybrid court.
  • A professor publishing on international criminal law without tribunal employment.
  • A civil society advocate documenting atrocity crimes.
  • A government official working on policy initiatives related to international justice.
  • A technologist preserving digital evidence of international crimes.
  • A former visiting professional or intern at the ICC’s Office of the Prosecutor who contributed to case development during a temporary placement.

Not Eligible (Without Additional Context):

  • A finance officer or IT support staffer at a tribunal.
  • A volunteer unaffiliated with AICLP’s mission.
  • A part-time intern without significant legal contribution.
